Are there any limitations to adding custom icons to GeoBase maps?

No, there are no limitations.

The fast and simple option is to choose from one of the many standard GeoBase icons, or you can specify your own icon file. For greater control you can implement the IMapRenderer interface to draw anything you want as an icon. It is possible to draw many thousands of custom icons on a map with little or no time penalty.
