How can I activate a mobile license without an internet connection?

As noted in the Mobile License Activation section of the GeoBase documentation, using a mobile license usually requires a one-time connection to the internet to activate the license.   If your device does not have an internet connection, you'll need to follow these steps:

  1. Download dump-device-id.exe and MobileRegistrationActivator.exe
  2. Run dump-device-id.exe on the mobile device.
  3. Copy the device-id.txt that it generates onto a PC.
  4. Run MobileRegistrationActivator.exe on the PC and select the license to activate and the device-id file.
  5. Choose a new location to save the activated license to (do not replace your original license).
  6. Copy the activated license to the device.
